Oregon has a unique land use planning program whereby each County must work with the Department of Land Conservation and Development in maintaining a Comprehensive Plan that is consistent with the 19 Statewide Planning Goals and Guidelines. Jefferson County is only subject to the first 14 Goals as Goals 15-19 apply to specific geographical areas of the state.
The Comprehensive Plan (Plan) and Zoning Code (Code) work in concert with one another. The Plan is the County's overall blueprint of its land use planning objectives. The Code is the tool that is used to implement those objectives. Both the Plan and Code are living documents, meaning that they are amended from time to time. These amendments may assure the documents are consistent with new state law, implement a County objective or can be initiated by the public. All amendments must be reviewed by the Planning Commisssion and adopted formally by the Board of County Commisssioners.
